To import over the Mexican Border, get in it in Mexico and drive across the border. Yes folks, it is just that easy.l Why bother? Volkswagon Bugs are pretty much extinct. A car that lasts, uh huh? LOL! They were one of the most disposable cars ever made. Blow them up every 500 miles. If not, you are one of the lucky ones. Death traps is what they were/are.
References :
Here is the link to the US customs dept.

http://www.cbp.gov/xp/cgov/home.xml

It should have all you need to know.
But, if I remember correctly, you can ship a vehicle without modifications if it is 25 years or older. Anything newer requires you to fit it with all US safety standards which is not worth it. I think they might have recently changed the law to 20 years old. Look through that site or call them to find out.
References :
If they could pass the US safety standard, which they usually don't. I heard of a person who imported an expensive car but then had to send it back because it was not up to the US safety standard.
References :
Is possible to import an old Volkswagen Beetle/Bug from Mexico or overseas?
Overseas there are plenty of old Beetles in good shape and cheap. I would like to import one. I do not know if the law permits.
